{"id":466434,"date":"2016-01-04T09:32:34","date_gmt":"2016-01-04T09:32:34","guid":{"rendered":"https:\/\/mecouncil.org\/?p=466434"},"modified":"2022-09-20T17:37:30","modified_gmt":"2022-09-20T17:37:30","slug":"highlight-reel-some-of-brookingss-best-foreign-policy-pieces-of-2015-2","status":"publish","type":"post","link":"https:\/\/mecouncil-afkar.fuegodigitalmedia.qa\/en\/highlight-reel-some-of-brookingss-best-foreign-policy-pieces-of-2015-2\/","title":{"rendered":"Highlight reel: Some of Brookings\u2019s best foreign policy pieces of 2015"},"content":{"rendered":"<p><strong>Sultan Barakat<\/strong> argued that higher education, properly supported, <a href=\"https:\/\/www.brookings.edu\/research\/houses-of-wisdom-matter-the-responsibility-to-protect-and-rebuild-higher-education-in-the-arab-world\/\" target=\"_blank\" rel=\"noopener\">is able to act as a catalyst for the recovery of war-torn countries in the Arab world<\/a>. It can do so not only by supplying the skills and knowledge needed to reconstruct shattered economic and physical infrastructure, but also by supporting the restoration of collapsed governance systems and fostering social cohesion.<\/p>\n<p><strong>Tim Boersma <\/strong>wrote on <a href=\"https:\/\/www.brookings.edu\/research\/fostering-low-carbon-energy-next-generation-policy-to-commercialize-ccs-in-the-united-states\/\" target=\"_blank\" rel=\"noopener\">carbon capture and sequestration technology<\/a>, very important subjects in light of the recent Paris climate summit.<\/p>\n<p><strong>Richard Bush <\/strong>wrote on <a href=\"https:\/\/www.brookings.edu\/2015\/06\/02\/why-hong-kongs-next-election-really-matters\/\" target=\"_blank\" rel=\"noopener\">Hong Kong\u2019s upcoming election<\/a>\u2014scheduled for 2017\u2014and explained what it could mean for China and the United States.<\/p>\n<p><strong>Dan Byman<\/strong> argued that <a class=\"js-external-link\" href=\"https:\/\/www.foreignaffairs.com\/articles\/2015-10-20\/beyond-counterterrorism\" target=\"_blank\" rel=\"noopener\">U.S. policy in the Middle East focuses on too narrow a concept of counterterrorism<\/a>. This, in his view, hinders America\u2019s ability to secure its interests in the region.<\/p>\n<p><strong>Steve Cohen<\/strong>, in his chapter \u201cIndia and the Region\u201d in \u201c<a class=\"js-external-link\" href=\"https:\/\/global.oup.com\/academic\/product\/the-oxford-handbook-of-indian-foreign-policy-9780198743538?cc=us&amp;lang=en&amp;\" target=\"_blank\" rel=\"noopener\">The Oxford Handbook of Indian Foreign Policy<\/a>,\u201d argued that the \u201cRaj\u201d had its policy and structural antecedents in the Mughal empire. He added that the division of India wrecked the strategic unity of South Asia\u2014perhaps permanently, due to Pakistan\u2019s uncertain viability and doubtful willingness of both India and Pakistan to accommodate each other.<\/p>\n<p><strong>David Dollar<\/strong>, with coauthors Wenjie Chen and Heiwai Tang, <a href=\"https:\/\/www.brookings.edu\/research\/why-is-china-investing-in-africa-evidence-from-the-firm-level\/\" target=\"_blank\" rel=\"noopener\">debunked a number of myths about China\u2019s investment in Africa<\/a>. They noted that China is still a small investor in Africa and that in many ways, its investment is similar to Western investment on the continent.<\/p>\n<p>In his August 2015 essay, which several U.S. senators cited as influencing their position on the Iran nuclear deal, <a href=\"https:\/\/www.brookings.edu\/research\/debating-the-iran-nuclear-deal-a-former-american-negotiator-outlines-the-battleground-issues\/\" target=\"_blank\" rel=\"noopener\"><strong>Bob Einhorn<\/strong> outlined the \u201cbattleground issues\u201d<\/a> that dominated the Congressional and public debate on the deal.<\/p>\n<p><strong>Vanda Felbab-Brown<\/strong>\u2018s fieldwork in 2015 included research trips to Somalia and Afghanistan, which resulted in two influential reports: <a href=\"https:\/\/www.brookings.edu\/research\/ddr-a-bridge-not-too-far-a-field-report-from-somalia\/\" target=\"_blank\" rel=\"noopener\">one on Somalia for the United Nations Peacekeeping Office<\/a>, and another <a href=\"https:\/\/www.brookings.edu\/2015\/10\/08\/a-dispatch-from-afghanistan-what-the-taliban-offensive-in-kunduz-reveals\/\" target=\"_blank\" rel=\"noopener\">on political and security processes in Afghanistan<\/a>.<\/p>\n<p>Felbab-Brown and <strong>Harold Trinkunas<\/strong> released the results of their <a href=\"https:\/\/www.brookings.edu\/wp-content\/uploads\/2016\/06\/FelbabBrown-TrinkunasUNGASS-2016-final-2.pdf\" target=\"_blank\" rel=\"noopener\">global project on reducing the costs produced by drugs and drug policy<\/a>. They discussed it with leaders in Bogot\u00e1, London, New York, Vienna, Beijing, Zhejiang, and Washington, D.C.<\/p>\n<p><strong>Ibrahim Fraihat <\/strong>argued that <a class=\"js-external-link\" href=\"http:\/\/www.nytimes.com\/roomfordebate\/2015\/09\/15\/what-can-countries-do-to-help-refugees-fleeing-to-europe\/gulf-nations-can-provide-jobs-which-is-crucial-to-syrian-refugees\" target=\"_blank\" rel=\"noopener\">Syrian and other refugees need solutions that come with dignity<\/a>. They want to earn their living, not survive on handouts, he wrote.<\/p>\n<p><strong>Cliff Gaddy<\/strong> and <strong>Fiona Hill<\/strong> produced the revised, updated and expanded version of their widely acclaimed book, \u201c<a href=\"https:\/\/www.brookings.edu\/book\/mr-putin-new-and-expanded\/\" target=\"_blank\" rel=\"noopener\">Mr. Putin, Operative in the Kremlin<\/a>.\u201d<\/p>\n<p><strong>Shadi Hamid<\/strong> wrote an essay in the wake of the Charlie Hebdo attacks <a class=\"js-external-link\" href=\"http:\/\/www.theatlantic.com\/international\/archive\/2015\/01\/france-muslims-liberalism-crisis\/384901.\" target=\"_blank\" rel=\"noopener\">in which he offered a pessimistic take on a \u201cclash of cultures\u201d<\/a>\u00a0(rather than a clash of civilizations) between French Muslims and the broader French population. He asked whether liberal societies can or should come to terms with religious illiberalism, arguing that France should broaden, not further narrow, its conception of national identity.<\/p>\n<p>In a September 2015 report, <strong>Kemal Kirisci<\/strong> and <strong>Elizabeth Ferris<\/strong> <a href=\"https:\/\/www.brookings.edu\/research\/not-likely-to-go-home-syrian-refugees-and-the-challenges-to-turkey-and-the-international-community\/\" target=\"_blank\" rel=\"noopener\">discussed the challenges resulting from the Syrian displacement crisis<\/a>, including the deepening social, economic and political repercussions.<\/p>\n<p><strong>Philippe LeCorre <\/strong><a href=\"http:\/\/www.brookings.edu\/?p=60324&amp;preview_id=60324\" target=\"_blank\" rel=\"noopener\">wrote about Xi Jinping\u2019s state visit to the United Kingdom<\/a>, arguing that it was \u201ca visit that reflected both David Cameron\u2019s pragmatism\u2014some said constant accommodation\u2014and China\u2019s rising European interest.\u201d<\/p>\n<p><strong>Suzanne Maloney<\/strong> published a new book, \u201c<a class=\"js-external-link\" href=\"http:\/\/www.cambridge.org\/us\/academic\/subjects\/politics-international-relations\/middle-east-government-politics-and-policy\/irans-political-economy-revolution\" target=\"_blank\" rel=\"noopener\">The Political Economy of Iran Since the Revolution<\/a>,\u201d which argued that political competition and the regime\u2019s reliance on populism have transformed Iran\u2019s Islamic Republic, cultivating popular expectations for accountable government and undercutting the theocratic basis of the revolutionary state.<\/p>\n<p><strong>Will McCants<\/strong> worked hard to provide additional clarity on the Islamic State, publishing \u201c<a class=\"js-external-link\" href=\"http:\/\/us.macmillan.com\/theisisapocalypse\/williammccants\" target=\"_blank\" rel=\"noopener\">The ISIS Apocalypse<\/a>\u201d as well as an extremely popular <a href=\"https:\/\/www.brookings.edu\/legacy\/09D2A596-DA19-4402-BC36-8A6406356D23\" target=\"_blank\" rel=\"noopener\">Brookings essay on ISIS and its leader, Abu Bakr al-Baghdadi<\/a>.<\/p>\n<p><strong>Kathy Moon<\/strong> <a href=\"https:\/\/www.brookings.edu\/research\/south-koreas-demographic-changes-and-their-political-impact\/\" target=\"_blank\" rel=\"noopener\">analyzed the political implications of South Korea\u2019s rapid demographic shifts<\/a>\u2014dramatically low birth rates with the fastest rate of aging and new immigration trends that challenge Koreans\u2019 mono-ethnic nationalist identity.<\/p>\n<p><strong>Ted Piccone<\/strong> stepped back from the swirl of news surrounding rapprochement between Cuba and the United States to <a href=\"https:\/\/www.brookings.edu\/2015\/10\/26\/cultural-obstacles-to-u-s-cuba-relations\/\" target=\"_blank\" rel=\"noopener\">unpack the remaining cultural obstacles to normalized relations between the two countries<\/a>.<\/p>\n<p><strong>Steve Pifer<\/strong>\u2019s happiest day in 2015 was when Stanford approached the top of the college football rankings for a stretch, but among his most memorable writings from the year was an essay in which he explained <a href=\"http:\/\/www.tandfonline.com\/doi\/full\/10.1080\/0163660X.2015.1064712#.VnwLF18o7cs\" target=\"_blank\" rel=\"noopener\">how Russians, Republicans and the U.S. administration\u2019s own reluctance<\/a> undermined President Obama\u2019s bold Prague vision for reducing nuclear threats.<\/p>\n<p><strong>Bruce Riedel<\/strong> wrote, as usual, on a range of subjects, but his Brookings Essay\u2014\u201c<a href=\"https:\/\/www.brookings.edu\/legacy\/1C2F67B8-E3CD-4FAD-A1E4-60FA004BC756\" target=\"_blank\" rel=\"noopener\">The prince of counterterrorism: The story of Washington\u2019s favorite Saudi, Muhammad bin Nayef<\/a>\u201d\u2014was perhaps the most special of all.<\/p>\n<p><strong>Constanze Stelzenm\u00fcller<\/strong> <a href=\"https:\/\/www.brookings.edu\/2015\/09\/29\/why-europe-needs-america-a-little\/\" target=\"_blank\" rel=\"noopener\">explored the current state of the transatlantic relationship<\/a>, arguing that while the United States and Europe still need to cooperate on a range of issues, Washington should not overstep.<\/p>\n<p>Finally, I enjoyed the chance to write with my good friend David Petraeus about an issue we both care deeply about, <a class=\"js-external-link\" href=\"https:\/\/www.washingtonpost.com\/opinions\/afghanistan-after-obama\/2015\/07\/07\/63dd6dc2-1e8e-11e5-aeb9-a411a84c9d55_story.html\" target=\"_blank\" rel=\"noopener\">the case for sustaining the U.S.\/NATO commitment to Afghanistan<\/a>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Sultan Barakat argued that higher education, properly supported, is able to act as a catalyst for the recovery of war-torn countries in the Arab world.
