{"id":465482,"date":"2019-03-01T08:12:04","date_gmt":"2019-03-01T08:12:04","guid":{"rendered":"https:\/\/mecouncil.org\/?p=465482"},"modified":"2022-09-21T06:16:38","modified_gmt":"2022-09-21T06:16:38","slug":"morocco-saudi-relations-trouble-amongst-royals","status":"publish","type":"post","link":"https:\/\/mecouncil-afkar.fuegodigitalmedia.qa\/en\/morocco-saudi-relations-trouble-amongst-royals\/","title":{"rendered":"Morocco-Saudi relations: Trouble amongst royals?"},"content":{"rendered":"<p>Last month, <a class=\"js-external-link\" href=\"https:\/\/www.reuters.com\/article\/us-morocco-saudi-diplomacy\/morocco-recalls-envoy-to-saudi-arabia-for-consultations-morocco-media-idUSKCN1PX17T\" target=\"_blank\" rel=\"noopener noreferrer\">Reuters reported<\/a> that Morocco recalled its ambassador to Saudi Arabia, reflecting rising tensions between the two allies. Even though Moroccan Foreign Minister Nasser Bourita <a class=\"js-external-link\" href=\"https:\/\/en.yabiladi.com\/articles\/details\/74645\/once-again-nasser-bourita-denies.html\" target=\"_blank\" rel=\"noopener noreferrer\">officially denied<\/a> the reports, the confusion surrounding it nonetheless reinforced the perception that Moroccan-Saudi relations have reached a low point. The reports about the recall came after the pro-Saudi news outlet Al Arabiya broadcasted a documentary that questioned Morocco\u2019s sovereignty over the Western Sahara. Such a move threatens Rabat\u2019s number one foreign policy priority: recognition of Morocco\u2019s control over the disputed territory.<\/p>\n<p>The spat illustrates Rabat\u2019s concern about Crown Prince Mohammed bin Salman\u2019s (MBS) aggressive policies across the region. It also shows its desire to assert independence and maintain strong relations with as many actors as possible as it seeks to curry support for its position in the Western Sahara dispute, and to situate itself above Gulf divisions.<\/p>\n<h2><strong>FRIEND IN NEED IS A FRIEND INDEED <\/strong><\/h2>\n<p>The current cooling in Moroccan-Saudi relations is unprecedented. The two countries became especially close <a class=\"js-external-link\" href=\"https:\/\/blogs.lse.ac.uk\/mec\/2017\/09\/25\/morocco-inside-the-gcc-between-saudi-arabia-and-qatar\/\" target=\"_blank\" rel=\"noopener noreferrer\">after the 2011 Arab uprisings<\/a>, which threatened Arab monarchies to varying degrees. The Gulf Cooperation Council (GCC) even <a class=\"js-external-link\" href=\"http:\/\/www.mepc.org\/commentary\/amid-turmoil-gcc-extends-invitation-jordan-and-morocco\" target=\"_blank\" rel=\"noopener noreferrer\">invited Morocco and Jordan<\/a> to join their regional bloc to shore up support for the Sunni monarchies as protests spread across the region.<\/p>\n<p>After the threat of a full-scale uprising subsided, Morocco and Jordan received an increasing amount of foreign investment from and secured major trade agreements with GCC countries. Saudi Arabia and the United Arab Emirates became two of the <a class=\"js-external-link\" href=\"https:\/\/en.portal.santandertrade.com\/establish-overseas\/morocco\/foreign-investment\" target=\"_blank\" rel=\"noopener noreferrer\">top sources of foreign investment<\/a> in Morocco. Military and defense cooperation also skyrocketed after the Moroccan Royal Armed Forces and the Saudi armed forces <a class=\"js-external-link\" href=\"https:\/\/www.moroccoworldnews.com\/2016\/01\/176944\/saudi-arabia-to-provide-22-billion-to-moroccos-military-industry\/\" target=\"_blank\" rel=\"noopener noreferrer\">signed agreements<\/a> leading to a $22 billion Saudi investment in the Moroccan military.<\/p>\n<p>Family ties also link the two countries. Moroccan King Mohammed VI\u2019s cousins, Moulay Hicham and Moulay Ismail, are the cousins of Saudi Prince Al-Waleed bin Talal\u2014one of the wealthiest businessmen in the world. The Saudi royal family owns multiple palaces across Morocco, and Saudi royals have been visited for business and leisure for decades. In 2017, King Salman reportedly <a class=\"js-external-link\" href=\"https:\/\/www.independent.co.uk\/news\/world\/middle-east\/saudi-arabia-king-salman-morocco-summer-holiday-100-million-kingdom-a7904381.html\" target=\"_blank\" rel=\"noopener noreferrer\">spent<\/a> $100 million on his Moroccan summer holiday.<\/p>\n<h2><strong>GCC CRISIS: PICK A SIDE<\/strong><\/h2>\n<p>Despite the history of friendship, the tensions simmering in the Arab world since the 2017 Gulf crisis began has taken its toll on the relationship. Morocco has attempted to remain neutral in the dispute that pits Saudi Arabia, the UAE, Egypt, and Bahrain (among others) against Qatar and even offered to act as an intermediary. It walked this tightrope with care, but Saudi Arabia\u2019s aggressive foreign policy under MBS has posed difficulties for Arab states like Morocco as they situate themselves in shifting regional dynamics.<\/p>\n<p>The Moroccan-Saudi spat reflects Rabat\u2019s growing concern about Saudi Arabia\u2019s aggressive policies across the region. The disastrous political and humanitarian consequences of Saudi Arabia\u2019s war in Yemen, coupled with the brutal killing of Saudi journalist Jamal Khashoggi at the Saudi consulate in Istanbul last year, has amplified the international pressure on Saudi Arabia and opened space for countries in the region to take some distance from Saudi Arabia\u2019s muscular approach to foreign policy.<\/p>\n<p>Thus, Morocco appears to feel more confident in asserting its independence while also attempting to retain good relations with both sides of the GCC dispute, as well as the United States and the European Union. This strategy reflects Rabat\u2019s continued focus on ensuring international support for its control over the Western Sahara.<\/p>\n<p>As the Moroccans attempted not to take sides, Saudi Arabia found ways to express its discontent. In June 2018, for instance, Saudi Arabia (plus the United Arab Emirates and Bahrain) <a class=\"js-external-link\" href=\"https:\/\/www.nytimes.com\/interactive\/2018\/06\/08\/sports\/worldcup\/fifa-vote-world-cup-2026-host.html\" target=\"_blank\" rel=\"noopener noreferrer\">voted against Morocco\u2019s bid<\/a> to host the 2026 World Cup. In the traditional tit-for-tat of Arab diplomacy, <a class=\"js-external-link\" href=\"https:\/\/www.alaraby.co.uk\/english\/News\/2018\/11\/28\/Moroccan-king-snubs-Mohammed-bin-Salman-over-Khashoggi-affair\" target=\"_blank\" rel=\"noopener noreferrer\">reports surfaced<\/a> last November that Moroccan authorities refused to host MBS during his tour around the Arab world in the aftermath of Khashoggi\u2019s murder, and that King Mohammed VI declined an invitation to meet with him. This ostensible snubbing came at the height of international pressure on Saudi Arabia\u2014even from allies like the United States. Such a public rebuff, from another Middle Eastern monarchy and a longtime ally, intensified the cooling in Morocco-Saudi relations.<\/p>\n<p>Finally, earlier this year Moroccan Foreign Minister Bourita <a class=\"js-external-link\" href=\"https:\/\/www.aljazeera.net\/programs\/withoutbounds\/2019\/1\/23\/%D9%86%D8%A7%D8%B5%D8%B1-%D8%A8%D9%88%D8%B1%D9%8A%D8%B7%D8%A9-%D9%85%D9%88%D8%A7%D9%82%D9%81-%D8%A7%D9%84%D8%AF%D8%A8%D9%84%D9%88%D9%85%D8%A7%D8%B3%D9%8A%D8%A9-%D8%A7%D9%84%D9%85%D8%BA%D8%B1%D8%A8%D9%8A%D8%A9-%D9%85%D9%86-%D9%85%D9%84%D9%81%D8%A7%D8%AA-%D8%A7%D9%84%D9%85%D9%86%D8%B7%D9%82%D8%A9-%D8%A7%D9%84%D8%B9%D8%B1%D8%A8%D9%8A%D8%A9\" target=\"_blank\" rel=\"noopener noreferrer\">told Al Jazeera<\/a>that Morocco was <a class=\"js-external-link\" href=\"https:\/\/maroc-diplomatique.net\/ce-quil-faut-retenir-de-linterview-dal-jazeera-avec-nasser-bourita\/\" target=\"_blank\" rel=\"noopener noreferrer\">reevaluating its participation<\/a> in the Yemen war<em>, <\/em>pointing to the humanitarian situation. <a class=\"js-external-link\" href=\"https:\/\/www.aljazeera.com\/news\/2019\/02\/morocco-suspends-participation-saudi-led-war-yemen-190208063234770.html\" target=\"_blank\" rel=\"noopener noreferrer\">Reports<\/a> then emerged a couple weeks later that Morocco had ended its participation in the Saudi-led coalition. The announcement likely frustrated the Saudis (not least because it was discussed on the Qatar-based Al Jazeera<em>),<\/em> but it should not have been much of a surprise. While Morocco was one of the first countries to support the Saudi-led coalition in 2015, it <a class=\"js-external-link\" href=\"https:\/\/carnegie-mec.org\/diwan\/78337\" target=\"_blank\" rel=\"noopener noreferrer\">was slowly scaling back<\/a> its military support as the war dragged on.<\/p>\n<h2><strong>THE IRANIAN ANGLE<\/strong><\/h2>\n<p>However, Morocco has not been immune to Saudi pressure. In May 2018, Morocco <a class=\"js-external-link\" href=\"https:\/\/www.reuters.com\/article\/us-morocco-iran\/morocco-severs-ties-with-iran-accusing-it-of-backing-polisario-front-idUSKBN1I23VF\">broke<\/a> off diplomatic relations with Iran just after Israeli Prime Minister Benjamin Netanyahu gave his speech outlining the Iranian threat and a couple weeks before President Trump announced the U.S. withdrawal from the JCPOA. The Moroccan foreign minister claimed that Iran was supplying weapons to the Western Sahara independence movement (and Morocco\u2019s number one enemy), the Polisario, through a Hezbollah intermediary in Algeria, Morocco\u2019s main regional rival.<\/p>\n<p>However, this move against Iran likely resulted from the need to bolster its relationship with both the United States and the Saudi-led bloc. A recent report also <a class=\"js-external-link\" href=\"https:\/\/www.axios.com\/benjamin-netanyahu-morocco-foreign-minister-meeting-united-nations-e2c2bf4c-1012-441f-a1c1-1ace0aad48f1.html\" target=\"_blank\" rel=\"noopener noreferrer\">claimed<\/a> that Morocco\u2019s foreign minister held secret meetings with Netanyahu during the U.N. General Assembly meeting in September 2018, even though the two states have not maintained diplomatic relations since 2000, but their <a class=\"js-external-link\" href=\"https:\/\/www.middleeasteye.net\/news\/open-secret-israeli-moroccan-business-growing\" target=\"_blank\" rel=\"noopener noreferrer\">commercial ties<\/a> are an open secret.<\/p>\n<section class=\"linear-related expandable-list-wrapper\">\n<div class=\"section-header\">\n<h2><strong>WESTERN SAHARA: UNRESOLVED AS EVER<\/strong><\/h2>\n<p>Morocco\u2019s more conservative foreign policy is primarily shaped by shoring up international support for its claims to the Western Sahara territory, which Morocco considers its \u201csouthern provinces.\u201d This series of events in 2018 took place in the backdrop of renewed U.N. and U.S. interest in the Western Sahara dispute.<\/p>\n<p>Since John Bolton joined the Trump administration in March 2018, the United States has amplified the need to resolve the conflict. Bolton <a class=\"js-external-link\" href=\"https:\/\/www.newyorker.com\/news\/news-desk\/is-one-of-africas-oldest-conflicts-finally-nearing-its-end\" target=\"_blank\" rel=\"noopener noreferrer\">told the New Yorker<\/a> that \u201che was eager to end the conflict,\u201d and pro-state media in Morocco view him as sympathetic to the Polisario movement\u2014a worrying development for Morocco. Nonetheless, for the first time in six years, negotiations between Morocco, the Polisario, Algeria, and Mauritania took place in December 2018. Another round of talks are <a class=\"js-external-link\" href=\"https:\/\/www.aljazeera.com\/news\/2019\/01\/talks-western-sahara-expected-march-190130170700542.html\" target=\"_blank\" rel=\"noopener noreferrer\">expected to take place<\/a>this month.<\/p>\n<h2><strong>NOW WHAT? <\/strong><\/h2>\n<p>With this backdrop in mind, is there a likelihood for a major shift in Morocco\u2019s foreign policy that would more fundamentally align it with the Qatar-Turkey regional alliance, in more direct opposition to the Saudi-bloc? The answer is probably not. Bourita recently <a class=\"js-external-link\" href=\"https:\/\/www.moroccoworldnews.com\/2019\/02\/265842\/bourita-saudi-arabia-uae-morocco\/\" target=\"_blank\" rel=\"noopener noreferrer\">downplayed the reports<\/a> of strained relations. Morocco has a long history of strong relations with Saudi Arabia, and even with the current tensions, it doesn\u2019t seem to symbolize a major break in ties.<\/p>\n<p>Current Saudi-Moroccan tensions are extraordinary, but it\u2019s unlikely they signify a major shift in Moroccan foreign policy. While Arab monarchies have had their differences over the years, and continue to do so, in the end they have come to each other\u2019s aid when it mattered, with the understanding that the fall of one Arab monarchy would set a dangerous regional precedent in contemporary times (the last Arab monarchies to fall were Egypt in 1953, Iraq in 1958, and Libya in 1969). The GCC\u2019s whimsical <a class=\"js-external-link\" href=\"http:\/\/www.mepc.org\/commentary\/amid-turmoil-gcc-extends-invitation-jordan-and-morocco\" target=\"_blank\" rel=\"noopener noreferrer\">invitation<\/a> of Morocco and Jordan to join the group amidst the Arab Spring; Saudi military <a class=\"js-external-link\" href=\"https:\/\/www.nytimes.com\/2011\/03\/15\/world\/middleeast\/15bahrain.html\" target=\"_blank\" rel=\"noopener noreferrer\">support<\/a> of Bahrain during its 2011 uprising; and Saudi, Emirati, and Kuwaiti <a class=\"js-external-link\" href=\"https:\/\/www.reuters.com\/article\/us-gulf-jordan-saudi\/saudi-arabia-uae-kuwait-to-sign-agreement-providing-financial-support-to-jordan-kuna-idUSKCN1MD1VW\" target=\"_blank\" rel=\"noopener noreferrer\">economic support<\/a> of Jordan\u2019s economic challenges all attest to the fact that Arab monarchies ultimately stick together. But in the meantime, we should expect the coolness in Moroccan-Saudi relations to continue.<\/p>\n<\/div>\n<\/section>\n","protected":false},"excerpt":{"rendered":"<p>Last month, Reuters reported that Morocco recalled its ambassador to Saudi Arabia, reflecting rising tensions between the two allies.
