Paul Dyer

Paul Dyer is a nonresident fellow at the Middle East Council on Global Affairs. He also serves as the managing associate at Maxwell Stamp, Inc in Washington,D.C. Dyer brings more than 20 years of research and policy analysis experience in the Middle East and North Africa (MENA) region, with a focus on youth development, employment policy, small and medium enterprise development, the provision of financial services to the poor, and broader issues of economic inclusion. His recent work has focused on conflict resolution, post-conflict recovery, and the region’s policy response to the COVID-19 pandemic.

Previously, Dyer served as the knowledge program manager at the Silatech Foundation in Qatar and as fellow at the Dubai School of Government. He co-managed the Middle East Youth Initiative, a research initiative focused on understanding institutional barriers to youth economic inclusion in MENA and programmatic solutions to persistent challenges in terms of employment, entrepreneurship, and social development. He also was a founding advisor to the Taqeem Initiative, evaluating youth employment programs in the MENA region. Dyer has served as a consultant for the World Bank, the International Finance Corporation, the Islamic Development Bank, and the International Labour Organization. He has published widely, contributing to numerous reports and edited volumes on economic development in the wider MENA region, as well as implementing impact evaluations of several youth-oriented programs.
